Since such interventions are interventions in civil conflicts, by their very nature they are often not even considered by the United Nations, and the validity of such subjective justifications is rarely subjected to the impartial scrutiny and evaluation of an international authority. The legitimacy of intervention may thus go largely unchallenged. It is increasingly taken as a fact of contemporary international life that powerful states are likely to interfere in the domestic affairs of less powerful countries when they believe their vital interests are affected.

Political systems, whether authoritarian or democratic, were increasingly stable and resistant to change. Finally, higher standards of living meant that populations were less and less inclined to undergo the hardships and privations which revolutionary struggles entailed. To a large extent in such societies the mentality necessary for war anger at injustice sufficiently intense to motivate a willingness to undergo high risk and prolonged suffering no longer existed. Major international war among developed states therefore now seemed an increasingly improbable eventuality.

Even local conflicts, therefore, become matters of deep concern to many other states, even distant states, in a way that was rarely true in earlier days. A war in South-East Asia, however much it may be geographically localised, may become the principal focus of world attention over a decade, and its outcome may be thought to have a vitally important impact on the world balance of power. s a whole.
